Reasons for Exemption
The proposed action is to approve the updated Sewer System Management Plan (2026) and certify that the plan and program are in compliance with State Water Resources Control Board statewide general waste discharge requirements for sanitary sewer systems. County Service Area 12 is an existing public utility sewer service and adoption of the updated Sewer System Management Plan is a requirement for the continued operation, repair, maintenance, and permitting of this public owned utility. Adoption and implementation of the updated Sewer System Management Plan will involve negligible or no expansion of existing or former use. Therefore, consistent with CEOA Guidelines Section 15301(b), this project is exempt from CEOA.
