Document Description
The Pomona Unified School District (District) will close Armstrong Elementary School (ES) and transfer all students to the existing Golden Springs ES. The proposed consolidation will not require physical improvements to Golden Springs ES, and no physical improvements, use, or development will occur at Armstrong ES. The proposed consolidation will transfer 215 students (2025-2026 school year) from Armstrong ES to Golden Springs ES, which has an enrollment of 388 students (2025 2026 school year). Golden Springs ES has a capacity of 870 The proposed consolidation will occur during Summer 2026, and be in effect for the 2026-2027 school year. The proposed project will not increase enrollment in the District, and is proposed to address declining enrollment and ensure the efficient allocation of resources. The District’s students, staff, and surrounding community will benefit from a more efficient allocation of school and educational resources

The closure of Armstrong ES and the transfer of Armstrong ES students to the existing Golden Springs ES campus is statutorily exempt pursuant to Public Resources Code Section 21080.18 since no physical improvements are needed, and there is sufficient capacity at Golden Springs ES to accommodate the transfer of Armstrong ES students. As there are no physical changes required to accommodate the transfer of students, no categorical exemptions are warranted. Therefore, the proposed project is statutorily exempt pursuant to PRC Section 21080.18.
