Document Description
To protect and restore the soil cover on the existing 10-inch Montis Niger natural gas
pipeline located along an agricultural ditch in the Sutter Bypass. The scope of work also includes establishing access roads and construction staging areas, demarcating the restoration area, installing erosion and sediment control measures, dewatering the agricultural ditch, clearing vegetation, excavating soil, installing bank protection
using either geotextile and rip rap or Armormax revetment and restoring the ditch to its original elevations, removing the dewatering and erosion control measures, and reseeding the disturbed areas. All activities and materials will comply with California Code of Regulations, Title 23, Waters, Division 1 (Title 23) standards.

The project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
