Reasons for Exemption
Class 1 applies because the Proposed Project involves the replacement, removal, and minor alteration of existing facilities at an established public-school campus with negligible expansion of use. The Project includes demolition of outdated portable structures and installation of new portable facilities serving the same educational purposes within the existing developed site. Class 4 applies because the proposed improvements would occur on previously disturbed land associated with an existing school campus and would involve minor grading, trenching, and site modifications. The Project would not require removal of any healthy, mature, scenic trees, and all disturbed areas would be restored with buildings, pavement, and landscaping. Class 14 applies because the Project involves minor additions to an existing school within school grounds, including the installation of portable classrooms. The Project would result in a net increase of two classrooms below the threshold of ten classrooms and would not increase student capacity by more than 25 percent. Additionally, none of the exceptions outlined in CEQA Guidelines Section 15300.2 apply to the Project.
