The Project Is categorically exempt from the provisions of CEQA under CEQA Guildelines Section 15305 (Minor Alterations in Land Use Limitations) on the basis that Section 15305 applies to minor alterations in land use limitations in areas with an average slope of less than 20%, which do not result in any changes in land use or density, The Project meets these criteria because it involves an easement vacation, proposes no construction, is located on a fiat, already developed site, and will not change land use or density.
