Reasons for Exemption
Activities authorized by the license agreement consist of minor, temporary, and normal recreational use of existing public facilities (roads and trails). Activities authorized by the license agreement will not result in the expansion of use of the roads and trails subject to use, which is categorically exempt under Class 1 § 15301 (Existing Facilities).
