Lead Agency The Palos Verdes Peninsula Unified School District (PVPUSD) is the Lead Agency for the proposed project pursuant to California Environmental Quality Act (CEQA). The District is responsible for reviewing and approving maintenance and improvement projects occurring within its school facilities. Project Location The proposed project will occur at multiple existing Palos Verdes Peninsula Unified School District school campuses located within the City of Palos Verdes Estates, City of Rancho Palos Verdes, and surrounding unincorporated areas of Los Angeles County, California. Project locations include the following campuses: - Palos Verdes Intermediate School - Vista Grande Elementary School - Dapplegray Elementary School - Mira Catalina Elementary School All work will occur within the boundaries of existing developed campuses. Description of Project The Palos Verdes Peninsula Unified School District proposes to perform asphalt repair and maintenance improvements at several District campuses as part of the District’s Quick Start Asphalt Projects. The scope of work includes repair and maintenance of existing asphalt paved areas such as parking lots, circulation areas, and playground surfaces. Improvements generally include crack sealing, slurry coating, restriping of existing parking and traffic circulation areas, localized removal and replacement of deteriorated asphalt pavement, minor base repair where necessary, and limited saw cutting and patching along existing concrete walkways to correct surface irregularities. In certain areas, pavement striping and playground markings will also be refreshed. The work will occur entirely withing previously developed areas of existing school campuses and will not increase student capacity, expand school facilities, or change the use of the sites. The improvements are intended to maintain safe vehicular circulation areas, parking, and play surfaces at the District’s campuses. Reasons Why the Project Is Exempt The proposed project is exempt from the California Environmental Quality Act (CEQA) pursuant to the following section of the CEQA Guidelines: Class 1 – Existing Facilities (CEQA Guidelines §15301) Class 1 exemptions consist of the operation, repair, maintenance, or minor alteration of existing public facilities involving negligible or no expansion of existing use. The proposed project consists of maintenance and repair of existing asphalt pavement areas including crack sealing, slurry coating, restriping, and localized asphalt replacement. The project will not expand the capacity or footprint of the school sites and will maintain the existing use of the facilities. Class 2 – Replacement or Reconstruction (CEQA Guidelines §15302) Class 2 exemptions apply to the replacement or reconstruction of existing structures or facilities where the new structure will be located on the same site and will have substantially the same purpose and capacity as the structure being replaced. Portions of deteriorated asphalt pavement may be removed and replaced in-kind as part of routine maintenance activities. The project involves minor repair and maintenance activities within existing developed school campuses and will not result in significant environmental impacts. Exceptions to the Use of Categorical Exemptions (CEQA Guidelines §15300.2) The District has evaluated the project and determined that none of the exceptions to categorical exemptions apply. (a) Location All work will occur within existing developed Palos Verdes Peninsula Unified School District campuses on previously disturbed and improved school property located in urbanized areas. The proposed improvements are limited to maintenance and repair of existing paved surfaces such as parking areas, circulation areas, and playground surfaces. No environmentally sensitive habitat or resources will be affected. (b) Cumulative Impact Construction activities will be short-term and limited to routine asphalt maintenance and repair within existing school sites. The project consists of crack sealing, slurry coating, restriping, and localized asphalt replacement intended to maintain existing campus facilities. The project does not contribute to cumulative impacts when considered with other foreseeable projects. (c) Significant Effect Due to Unusual Circumstances Asphalt maintenance and pavement repair activities are common and routine for school districts. The proposed work will maintain existing site conditions and will not introduce unusual circumstances that would create a significant environmental effect. (d) Scenic Highways The project sites are not located along a state-designated scenic highway. The proposed asphalt repair and maintenance activities will occur within existing school campuses and will not impact scenic resources. (e) Hazardous Waste Sites The project sites are not included on any list of hazardous materials sites compiled pursuant to Government Code Section 65962.5. All work will occur on existing paved surfaces and will comply with applicable federal, state, and local regulations regarding hazardous materials, if encountered. (f) Historical Resources The proposed asphalt repair and maintenance work will occur within existing paved areas and playground surfaces at developed school campuses. The work is limited in scope and does not involve demolition or alteration of historic buildings or structures. Therefore, the project will not affect historical resources. Conclusion The proposed Quick Start Asphalt Projects consist of routine maintenance and minor repair of existing paved surfaces within existing school campuses and do not involve expansion of facilities or changes to the existing use of the sites. The project therefore qualifies for categorical exemptions under CEQA Guidelines §§15301 (Existing Facilities), and §§15302 (Replacement or Reconstruction. categorical exemptions. None of the exceptions to the use of categorical exemptions listed in CEQA Guidelines §§15330.2 apply to the project. Accordingly, the project is exempt from further environmental review under the California Environmental Quality Act.
