Document Description
The Caltrans Office of Design C has requested environmental clearance for a Geotechnical Field Investigation Encroachment Permit associated with the Potrero Canyon Pedestrian/Bicycle Bridge oversight project along State Route 1, also known as Pacific Coast Highway (PCH), at Post Mile 37.548. The proposed project site is adjacent to the Brentwood-Pacific Palisades community, approximately 0.5 miles southeast of the intersection of Temescal Canyon Road and PCH. The purpose of this state-only funded project is to conduct geotechnical exploration to support a fault study and slope stability analysis for the PCH corridor near Will Rogers State Beach and Potrero Canyon Park. The work is needed to evaluate subsurface conditions critical for ensuring roadway safety and informing future design and construction decisions. A CEQA-only Categorical Exemption is anticipated at this time. The project will involve cone penetration tests (CPT) and geotechnical borings within and near the northbound shoulder of PCH at Post Mile 37.548, along the buried “old” PCH alignment below Potrero Canyon Park trail, and in another section near the northbound shoulder of PCH. Additional activities include site reconnaissance, non-intrusive utility surveys, pavement precoring, and restoration. All borings and CPTs will be backfilled with cement bentonite grout, and pavement repairs will match existing conditions. Environmental surveys will also be conducted to identify potential resources, with only minor surface disturbance anticipated. All work will be completed in accordance with the approved traffic control plan and environmental protection measures outlined in the encroachment permit application package.

The investigation will not result in any significant environmental impacts.
