Document Description
Under the Good Neighbor Authority (16 U.S.C. § 2113a), The California Department of Forestry and Fire Protection (CAL FIRE) will implement fuels management activities to create and maintain effective fuel treatment continuity across approximately 325 acres of the Eldorado National Forest. Activities may occur along strategic ridgelines, road systems, ingress/egress routes, and adjacent forested areas and may include hand thinning, mechanical thinning, mastication, chipping, piling, pile burning, prescribed fire where authorized, lop and scatter, limbing, pruning, hazardous tree removal, roadside brushing, fuel break construction and maintenance, plantation thinning, and associated surface fuel reduction activities. This Good Neighbor Authority project follows the NEPA decision listed below and utilizes CAL FIRE’s established contracting and operational procedures to streamline work on federal lands.

Reasons for Exemption
The proposed project is statutorily exempt from CEQA under Public Resources Code (PRC) § 4799.05(d)(1). This exemption applies to wildfire and fuel reduction projects on federal lands that have undergone NEPA review, provided a state or local agency is involved through funding, staffing, or a Good Neighbor Authority agreement. All work planned on the Eldorado National Forest follows the Mokelumne Amador Calaveras Forest Health Resilience Project Record of Decision – Eldorado National Forest Amador Ranger District. The Good Neighbor Authority Agreement is kept on file at CAL FIRE Headquarters in Sacramento (715 P St., Sacramento, CA 95814).
