Reasons for Exemption
This project qualifies for exemption pursuant to Section 15301(b) of the CEQA Guidelines inasmuch as it is an existing public-owned facility used to provide public utility services involving negligible or no expansion of capacity. This project also qualifies for exemption pursuant to Section 15306(c) of the CEQA Guidelines inasmuch as it will not result in a disturbance to an environmental resource and is for information gathering purposes that may lead to a future action, which has not been approved, adopted, or funded. Additionally, none of the applicable exceptions to this exemption, as identified under CCR, Title 14 section 15300.2, are valid for this project, including location, cumulative impact, and significant effect due to unusual circumstances, scenic highways, hazardous waste sites, and historical resources.
