The Class 1 Categorical Exemption consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The Port will issue a First Amendment to Level I HDP 23-026 for minor alteration of existing structures consisting of the installation of a new fence, an electric sliding gate, and pedestrian swing gates with emergency exit. The project consists of minor alterations to the existing Multi Service Center involving sidewalk extension and modifications to accessible parking to meet compliance requirements and is not expected to contribute to an expansion of existing use, capacity, or throughput.

The Class 2 Categorical Exemption consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Level I HDP 23-026 was originally issued to City of Long Beach for the replacement of existing Multi Service Center roofing material as well as roof-top heating, ventilation, and air conditioning (HVAC) units that will be located on the same site as the structures replaced and will have substantially the same purpose and capacity as the structures replaced. All equipment that is removed from the site will be disposed of in a manner that meets all federal, state and local environmental and regulatory requirements.
