Document Description
Approximately 7.5 acres are to be treated. The project consists of vegetation treatment in Treatment Units 1 through 3 to reduce hazardous surface and ladder fuels, improve stand structure and vigor, and promote a more fire resilient forest condition. Treatment will consist of thinning primarily within the size range associated with NBFIP Timber Stand Improvement Scenario #2, with limited flexibility to remove somewhat larger stems where needed to safely and effectively achieve treatment objectives. Work will focus on removal of suppressed, stagnant, poorly formed, and less vigorous trees, with emphasis on reducing tanoak and other competing understory stems while favoring healthy, thrifty Douglas-fir and redwood. Ladder fuels beneath and adjacent to retained tree crowns will be reduced to improve vertical and horizontal separation of vegetation. Some small, healthy understory trees may be retained where they support long term stand development and do not conflict with spacing or fuel reduction objectives. Project generated woody material will be treated through chipping or mastication, with material spread in a manner that reduces fuel hazard and avoids damage to retained trees. The purpose of the project is to reduce wildfire hazard, improve growing space and residual tree vigor, and move the stand toward an open, well-spaced condition dominated by larger, healthy Douglas-fir and redwood. The beneficiaries of the project are the landowner, adjacent properties, and the public through reduced wildfire risk and improved forest condition.

Reasons for Exemption
This project qualifies for a Class 4 Categorical Exemption under CEQA Guidelines Section 15304, Minor Alterations to Land. The exemption applies to fuel management and forest improvement activities involving selective removal of vegetation where the work does not result in a substantial alteration of land use. Treatments will consist of selective thinning and follow up slash treatment in Treatment Units 1 through 3 to reduce hazardous surface and ladder fuels, improve spacing, and improve stand structure and vigor. Treatment will favor healthy, thrifty Douglas-fir and redwood while reducing tanoak and other competing understory vegetation. Project generated woody residue will be chipped or masticated in a manner that reduces fire hazard and protects retained trees and other site resources. The project will retain the overall forested character and ecological function of the site. Project specific documentation supporting the use of this exemption is on file at the RCD.
