Document Description
The Sonoma County Agricultural Preservation and Open Space District (“District”) is entering into a three-year contract (2026–2028) with the Laguna de Santa Rosa Foundation (“Laguna Foundation”) to conduct rare plant surveys, adaptive management planning, and targeted habitat restoration activities at the Haroutunian South property located at 200 Scenic Avenue in Santa Rosa, California. Project activities are focused on the protection, maintenance, and enhancement of vernal pool and wetland habitats that support federally and state-listed endangered plant species, including Sonoma sunshine (Blennosperma bakeri), Sebastopol meadowfoam (Limnanthes vinculans), and marsh silverpuff (Microseris paludosa). All activities are intended to restore and enhance natural habitat conditions, improve native species abundance, and reduce invasive species and excess thatch, consistent with the conservation purposes of the property. No permanent structures or significant ground disturbance are proposed.

Reasons for Exemption
Pursuant to the California Environmental Quality Act (CEQA), this project is categorically exempt under Section 15333 (Class 33 – Small Habitat Restoration Projects). The project consists of small-scale habitat restoration, monitoring, and management activities within an existing conservation property and will not exceed five acres of disturbance. Activities include rare plant surveys, adaptive management planning, grazing management to improve habitat conditions, and limited invasive species removal using manual or low-impact mechanical methods within defined areas. These actions are designed to protect, restore, and enhance habitat for sensitive and endangered plant species. The project will not result in significant adverse environmental impacts. All work is limited in scale and is intended to improve ecological function and habitat quality. All activities are conducted with site-specific oversight and are designed to avoid and minimize disturbance to rare plant populations and sensitive habitats.
