Document Description
The proposed project would involve a geotechnical investigation by Bowman Consulting Group and Ninyo & Moore (Contractors) on behalf of the San Diego Unified Port District (District) in the city of San Diego, California. The purpose of the proposed project is to identify on-site geotechnical properties for future improvements to the southeastern corner of the Port Park in Barrio Logan. Work to specifically complete the proposed project would involve conducting a topographical survey to identify existing on-site utilities and performing two (2) 8” diameter borings to depths of 50 feet. Once the soil samples are retrieved, the boring holes would be backfilled using cement and bentonite. The borings would be located in the southeastern portion of the park, adjacent to the existing parking lot and within the existing grass area (see Exhibit 1). Equipment required to conduct the geotechnical investigation would consist of a truck mounted drill rig, a support truck, and a pick-up truck. Prior to conducting the borings, the Contractors would mark potential subsurface conflicts to ensure the proposed work does not impact existing utilities. In accordance with Underground Service Alert (USA) requirements, the Contractors would obtain a USA DigAlert ticket prior to commencement of work.

The proposed project Is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15306 (Information Collection) and Section 3.f. of the District's Guidelines for Compliance with CECA because It ls for the purpose of basic data collection and research which would not result in a serious or major disturbance to an environmental resource. Section 3.f. of tt-e District's CECA Guidelines Is as follows: 3.f. Information Collection: Includes basic data collection, research, experimental management, and resource evaluation activities which do not result In a serious or major disturbance to an environmental resource. These may be for information gathering purposes, or as part of a study leading to an action which has not yet been approved, adopted or funded. This is appropriate for the proposed project because it is for the purpose of basic data collection and research which would not result in a serious or major disturbance to an environmental resource. The District has determined none of the six exceptions to the use of a categorical exemption apply to this project (CEQA Guidelines Section 15300.2).
