Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS EPIMS-SOL-57959-R3, pursuant to Section 1602 of the Fish and Game Code to Solano County.
The project is limited to extending an existing concrete Americans with Disabilities Act (ADA) walkway with handrails down to the beach access area, constructing an additional boat and trailer parking stall at the southern edge of the existing parking lot, and constructing a new concrete pedestrian walkway with handrails from the existing parking lot down to the boat ramp and dock at the river's edge (boat ramp area). The beach access area will extend the five-foot-wide ADA walkway 45 linear feet. It will also extend a two-foot-wide valley gutter along the ADA pathway 73 linear feet.

Reasons for Exemption
On September 26, 2023, the Solano County Department of General Service, Capital Projects Management, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15301, 15302, 15303, 15304, and 15305. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
