The proposed project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15332 (In-Fill Development Projects). The project is consistent with the applicable General Plan land use designation and zoning regulations, occurs on a developed 1.07-acre site within city limits that is substantially surrounded by urban uses, and is located on a previously disturbed property with no value as habitat for endangered, rare, or threatened species. The project would not result in significant impacts related to traffic, noise, air quality, or water quality, as it is a typical urban commercial development served by existing access and infrastructure. The site is adequately served by existing public utilities and municipal services, including water, sewer, storm drainage, police, and fire protection. Additionally, staff reviewed the exceptions to categorical exemptions pursuant to CEQA Guidelines Section 15300.2 and determined that no exceptions apply.
