Document Description
Approximately 5 acres are to be treated. The project consists of hand thinning and fuels reduction within a forested stand to reduce ladder fuels, lower crown fire risk, improve spacing and vigor of retained trees, and protect residual overstory and deciduous oaks. Treatment will focus primarily on removal of regeneration and pole sized trees under 8 inches DBH, with limited removal of selected stems above that size where needed to improve spacing, reduce hazardous fuel continuity, address defective or suppressed trees, or protect retained oaks. Tanoak reduction is a primary objective. No deciduous oaks will be cut. Cut material will be lopped and scattered to a low profile where not piled, and project generated slash will be hand piled in suitable locations for later burning under legal burn conditions with required permits and safety measures. Piles will be placed to avoid oak canopies, root zones, drainages, and other sensitive locations. The purpose ofthe project is to improve forest health, reduce hazardous fuels, and increase wildfire resilience on the property. Beneficiaries include the landowner, adjacent properties, and the broader public through reduced wildfire hazard and improved protection of natural resources.

Reasons for Exemption
This project qualifies for a Categorical Exemption under CEQA Guidelines Section 15304, Minor Alterations to Land. The exemption applies to fuel management and forest improvement activities, including selective removal of vegetation, where the work does not involve the removal of healthy, mature, or scenic trees and does not result in a substantial alteration of land use. Treatments will be limited to selective hand and mechanical thinning of suppressed and stagnant regeneration, with slash piled for burning or arranged to reduce fuel continuity. The project will reduce hazardous surface and ladder fuels, improve spacing among residual stems, and promote forest resilience without changing the overall land use or function of the site. Project-specific review has determined that no significant environmental effects will occur, with adequate measures provided for protection of sensitive resources.
