Document Description
Frontier Communications proposes to place approximately 3,796' of aerial fiber cable on to existing strand and place approximately 968' of fiber cable into proposed/existing conduit within the California Department of Transportation’s (Caltrans) right-of-way along State Route 299 in Fall River Mills, Shasta County. The proposed overhead fiber optic cable will be lashed onto proposed poles and existing pole. The proposed underground fiber optic cable will be placed inside existing duct. Portions of the fiber optic cable would be placed underground by boring within Caltrans ROW. Equipment to be used for the construction of the cable includes a vac truck, horizontal directional drilling (HDD) machine, backhoe, plow and trailer for splicing cable.

Reasons for Exemption
The project is categorically exempt in accordance with Section 15303 (New Construction or Conversion of Small Structures) and Section 15304 (Minor Alterations to Land). Class 3 consists of construction and location of limited numbers of new, small facilities or structures including water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction. Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve the removal of healthy, mature, scenic trees except for forestry or agricultural purposes. The project would have no significant effect on the environment.
