Document Description
SMUD is proposing to construct and operate the new Jackson Bulk Substation project. The Project includes the construction of an approximately 18-acre bulk substation. The proposed substation would convert high voltage from 230,000-volt (230kV) transmission lines to 69,000-volt (69kV) through transformers for local distribution into residential and commercial customers along the Jackson Highway corridor. Key features of the new substation include installation of new electrical equipment, a control building, driveway access, site fencing, lighting, stormwater drainage, and utilities. SMUD will also grade the remaining 26 acres for drainage improvements and maintain temporary soil storage south of the substation footprint. The substation will retain a 200-foot setback from Jackson Road and Excelsior Road.
In addition, the Project also includes construction of new or modified overhead power lines that would link the substation to the existing electrical grid. Planned overhead line improvements involve constructing approximately 0.7 miles of new 69kV overhead lines and converting approximately 5.35 miles of existing 12,000-volt (12kV) pole and overhead lines to single-circuit 69kV overhead lines with a 12kV underbuild. This work will require replacing the existing poles with taller, stronger poles (see Figure 2-2).
Project construction is expected to begin in the first quarter of 2030, with commissioning and energization scheduled for December 2032. The anticipated construction duration for the Project is approximately 36 months.
