Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement number 1600-2008-0290-R5 Amendment – A10, pursuant to Section 1602 of the Fish and Game Code to the Los Angeles County Flood Control District (LACFCD). LACFCD proposes to continue project activities related to the routine maintenance of its existing debris basin facilities. These activities include debris removal, tree trimming, vegetation mowing, brush clearance, entrainment channel maintenance, sediment removal, and access road maintenance. The project does not involve any additional construction or other activities, and it is limited to ongoing maintenance activities required to protect downstream property and infrastructure from potential damage caused by flooding and debris flows. The present Amendment is limited to the addition of annual routine maintenance activities at one debris basin facility transferred to LACFCD from a private developer. Routine maintenance activities are authorized within 198 debris basin facilities operated by LACFCD.

Reasons for Exemption
The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
