Document Description
On May 6, 2026, the North Coast Regional Water Quality Control Board (Regional Water Board) issued this Statewide Restoration General Order Notice of Applicability (NOA) to LeRoy Cyr, Six Rivers National Forest. The Project will restore floodplain connectivity and enhance aquatic habitat in Red Cap Creek through comprehensive channel and floodplain improvements. Existing push-up levees and berms will be removed to reconnect the stream channel to its historic floodplain, increase annual floodplain inundation, and reduce high-velocity flows that contribute to channel incision. Thirteen engineered log jam structures will be constructed within the main channel and a newly excavated side channel using up to 64 large trees and approximately 180 tons of ballast boulders to increase habitat complexity, improve channel stability, and enhance fish habitat. Approximately 200 cubic yards of spawning-sized gravel will be placed within the stream channel to be naturally distributed during high flow events. This notice is to advise that the Regional Water Board issued the above-described NOA on the date signed below.
