Document Description
Overview and Background East Bay Municipal Utility District's (EBMUD) Camanche Dam Powerhouse (Powerhouse) is located in Clements, an unincorporated community in San Joaquin County, see Figures 1 and 2. The existing roof on the hydroelectric facility is leaking and needs replacement. The original silver painted rolled asphalt roofing will be replaced with a traffic-rated liquid membrane roofing material. Construction is scheduled for Spring 2026. Project Purpose and Objectives The Camanche Dam Powerhouse Roof Replacement Project (Project) will replace the existing roof that is leaking. The new roof will protect the facility's turbines and auxiliary equipment from stormwater intrusion. Project Location The Project site is located in Clements, an unincorporated community in San Joaquin County. The Powerhouse is located northwest of Camanche Dam, across the Mokelumne River from the Mokelumne River Fish Hatchery, see Figures 1 and 2. Project Characteristics The Powerhouse's original roof installation has multiple leaks that cannot be repaired. The estimated 7,300 square feet of silver painted rolled asphalt material will be removed and replaced with a traffic-rated liquid membrane roofing material. Required heavy equipment will be staged on the established gravel road beside the building. Permits All work will be conducted on EBMUD property, so no encroachment permits are necessary. The Project is located outside of jurisdictional waters, so no environmental permits are required. Schedule Work is scheduled for Spring of 2026. The Project is expected to be completed within four to six weeks. Work hours will be limited to weekdays, with active construction from 7:00 a.m.to 3:30 p.m. EBMUD Practices and Procedures Standard construction environmental and safety practices applicable to all EBMUD construction projects have been incorporated into the Project and will be implemented accordingly. A nesting bird survey will be conducted by a qualified EB MUD biologist prior to start-up of work to ensure there are no impacts to nesting birds.
