Document Description
The proposed project consists of the construction and operation of an unmanned wireless telecommunications facility at the Dollar Point – Dollar Creek Trailhead site (APN 093-010-040) in Placer County. The facility would include a new approximately 130-foot-tall steel multi-carrier monopole designed to accommodate multiple wireless carriers, and an approximately 710-square-foot concrete masonry unit (CMU) equipment shelter enclosed by an 8-foot-tall CMU perimeter wall. The project would also include associated supporting infrastructure, including interior telecommunications equipment racks, antennas and remote radio units mounted on the monopole, a backup liquid propane (LP) generator with an approximately 1,000-gallon LP storage tank, electrical service equipment, HVAC units, underground power and fiber connections, and related utility improvements within existing access and utility easements. The purpose of the project is to improve wireless telecommunications coverage and network capacity in the Dollar Point and State Highway 28 corridor area, including surrounding residential neighborhoods, recreational areas, and travel routes. The facility is designed to support current and future wireless carriers and to enhance network reliability, including during emergency situations and power outages. The primary beneficiaries of the project include residents, businesses, and visitors in the Tahoe City/Dollar Point area, as well as travelers along State Highway 28. The project would also benefit public safety agencies and emergency responders by improving wireless connectivity and reliability in the project vicinity.

Reasons for Exemption
The project consists of the construction of a new unmanned wireless telecommunications facility, including a 130-foot multi-carrier monopole, an equipment shelter within a CMU enclosure, and associated utility connections, generator, and underground power and fiber improvements within an existing developed area and established access and utility easements. The project constitutes the construction of a new small utility facility and associated utility extensions intended to provide wireless telecommunications service to the surrounding community. The facility is located within a previously disturbed and developed area and does not involve the expansion of an existing use into an environmentally sensitive area. Therefore, the project qualifies for a Class 3 Categorical Exemption pursuant to CEQA Guidelines Section 15303.
