Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement EPIMS Notification No., EPIMS-MOO- 64555-R6, pursuant to Section 1602 of the Fish and Game Code to Southern California Edison.
The Project is limited to: the removal and replacement of two H-frame structures
each comprising of two 70-foot-tall wood utility poles (Structures
2045850E/2053970E & 2045846E/2045647E) with two new H-frame structures each
comprising of two 70-foot-tall all weather steel utility poles; the installation of four
new 36-inch-diameter steel caissons; the replacement of two steel plate anchors
associated with Structure 2045850E/2053970E; and installation of one additional
new steel plate anchor associated with Structure 2045850E/2053970E. Equipment
to be used includes a line truck with a derrick and boom, heavy crane, hand
tools, rigging equipment, backhoe, and personnel support vehicles.
Project activities described above are anticipated to temporarily impact 1.292
acres, and permanently impact less than 0.001-acre, of resources subject to Fish
and Game Code Section 1602

Reasons for Exemption
On March 16, 2026, the State Water Resources Control Board, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15301 Existing Facilities. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
