Document Description
The proposed project would mainly consist of improvements within the segment of Smith Road from the Smith Road/O’Hara Lane intersection to the northern property line of 2361 Smith Road, including the undergrounding of PG&E poles and lines, and the construction of a permanent sidewalk along the southbound (western) side of the road. In addition, the proposed project would include the installation of a PG&E transformer within the southeastern corner of the 2361 Smith Road parcel. The proposed project would mainly consist of improvements within the existing segment of O’Hara Lane from the O’Hara Lane/O’Hara Avenue intersection to the O’Hara Lane/Smith Road intersection, including the undergrounding of PG&E poles and lines, removal of concrete barriers at the O’Hara Lane/Smith Road intersection, and striping for a dedicated turn lane onto Smith Road. In addition, the proposed project would include the installation of a PG&E transformer on the southeast corner of the undeveloped parcel to the north.

Reasons for Exemption
Article 19 of the CEQA Guidelines, Sections 15300 through 15333, includes a list of classes of projects that have been determined to not have a significant effect on the environment, and are therefore exempt from CEQA. The proposed project qualifies for exemption under CEQA Guidelines Section 15301 and 15302. Specifically, the proposed project would include improvements to an existing roadway and sidewalk that would involve negligible expansion of existing or former use, and thus, would meet Criterion 15301(c). In addition, the proposed utility improvements would meet Criterion 15302(d), as the proposed improvements would include the undergrounding of existing overhead PG&E electric utility infrastructure. It should also be noted that exceptions to the exemptions under CEQA Guidelines Section 15300.2 would not apply to the proposed project. For example, the proposed project would not be located in a particularly sensitive environment or impact an environmental resource of hazardous or critical concern, and thus, would meet Criterion 15300.2(a). In addition, buildout of the proposed project in conjunction with nearby proposed development would not lead to a significant cumulative impact, or lead to a significant effect on the environment due to unusual circumstances, and thus, would meet Criterion 15300.2(b) and (c). Furthermore, the proposed project would not be located near a State scenic highway or on a site included on any list compiled pursuant to Section 65962.5 of the Government Code, and thus, would meet Criterion 15300.2(d) and (e). Lastly, the proposed project would not cause a substantial adverse change in the significance of a historical resource, and thus, would meet Criterion 15300.2(f). Therefore, the proposed project would be considered exempt under CEQA Guidelines Section 15301, Class One; and Section 15302, Class Two.
