The Project consists of the Second Reading and adoption of Ordinance No. 26-07 approving Zone Change 00976603-PZC to amend Section 9-12-7 of the Irvine Zoning Ordinance to establish an alternative approach to implementing open space in Planning Area (PA) 12 (Oak Creek). The Zone Change establishes an optional process for the City's future consideration of a public nature park and trail system on a portion of the Oak Creek Golf Course as an alternative to the existing Zoning Ordinance (Section 9-12-7(B)(2)(a)-(d)) requirements.

Reasons for Exemption
Pursuant to Section 5, Exemption Process, of the City of Irvine California Environmental Quality Act (CEQA) Procedures, and Article 5 of the CEQA Guidelines (Section 15061 (b)(3)) it has been determined that the Project is covered by the Common Sense Exemption, which applies to projects where it can be seen with certainty that there is no possibility that the activity in
question may have a significant effect on the environment. The amendment establishes an optional regulatory framework that the City could consider upon application for future discretionary approvals. Any such related proposal for future development at the project site would be subject to appropriate CEQA review at the time it is submitted. Because the Project does not authorize any physical development o, change in land use, there is no possibility that it will have a significant effect on the environment.
