Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Code of Regulations (CCR), Title 22, Division 4.5, Chapter 20, Sec. 66270.61, has issued an Emergency Permit to World Oil Environmental Services (EPA ID# CAD028277036) to allow for storage of a Toxic Substance Control Act (TSCA) waste greater than ten (10) days. Specifically, Truck #1014 containing 2,370 gallons of oily water contaminated with polychlorinated biphenyl (PCB) will be stored at the Facility until an authorized facility can accept it. The contaminated oily water is currently stored at 1300 Santa Fe Avenue, Compton, California 90221.
Background: The generator’s samples of Truck #1014 resulted in a polychlorinated biphenyl (PCB) concentration of 4.7 parts per million (ppm). When Truck #1014 was in receiving at World Oil Environmental Services, the PCB concentration was found to have a concentration greater than 5 ppm. This classified the oily water as a TSCA hazardous waste. World Oil Environmental Services oes not have a permit to manage the TSCA hazardous waste and is waiting to schedule an appointment with the Clean Harbors Aragonite Facility to deliver the truck. Project Activities: The contaminated oily water will be stored in a manner that is protective of the environment by implementing the following controls: • The truck must remain parked within the secondary containment system under tarps until the truck is transported to an authorized facility. • To prevent risk to the public, public access is restricted during storage of the truck. • Movement and storage of the truck will be in accordance with established standards. • The truck will be transported to an authorized facility where the TSCA hazardous waste will be offloaded, the truck will be decontaminated, and waste generated during decontamination will be managed by an authorized facility. Within 10 business days of the expiration of this permit, World Oil Environmental Services will submit a final report, signed in accordance with Title 22, CCR Sec. 66270.11(d). The report shall include certification that the treatment area has been cleared of all residual hazardous waste generated from this emergency treatment and all generated waste has been properly managed. The Emergency Permit is effective beginning March 27, 2026, and shall expire on June 25, 2026.

The Facility is not normally permitted to temporarily store PCB contaminated waste greater than ten (10) days; therefore, this action is necessary to prevent an emergency. The action is necessary to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of hazardous waste. The hazardous waste will be stored until it is able to be shipped to an authorized facility for proper disposal.
