This action is consistent with Section 15301 Class 1, Existing Facilities, which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features. In this instance, the proposal includes the addition of commercial composting on an existing dairy feedlot facility as noted earlier. Therefore, the application of CEQA Section 15301 is applicable and appropriate for this project.
