Document Description
The Western Cabazon I-10 Waterline Crossing (the Project) consists of installing approximately 885 linear feet of 24-inch diameter cement mortar lined and coated potable water pipeline, commencing at Cabazon Water District's existing Well No. 2 site and extending northeasterly to Seminole Drive. The pipeline will be installed partially within an approximately 775 foot long, 36-inch diameter steel casing that will be installed using the bore and jack method. The Project replaces an existing 8-inch diameter pipeline that is located approximately 450 feet northwesterly and parallel to the Project pipeline. The existing pipeline provides a connection between the majority of CWD's service area and the key CWD infrastructure of two water storage reservoirs/two production wells. The existing pipeline is currently failing, requiring replacement in order to continue providing adequate and reliable water service for the benefit of the public. The beneficiaries of the project are the customers, residents, and businesses within Cabazon Water District's service area.

The Project extends linearly from the existing Cabazon Water District (CWD) Well No. 2 site, located at 13984 Apache Trail, Cabazon, California 92230, northeasterly to Seminole Drive, northerly of Interstate 10 in the unincorporated community of Cabazon, in Riverside County, California, as shown on Exhibit 1 attached to the Notice of Exemption.

Reasons for Exemption
The project consists of constructing approximately 885 linear feet of potable water pipeline, 775 linear feet using the bore and jack method and 110 linear feet using the conventional open cut method, resulting in minimal surface disturbance on either end of the pipeline for the boring pit, receiving pit, staging areas, and open cut section. The boring pit and open cut section will be located within a disturbed and routinely maintained portion of CWD's existing Well No. 2 site, and the receiving pit will be located within the public street right-of-way of Seminole Drive. CWD has determined that there is no possibility of significant environmental effect from the Project.
