Document Description
The project consists of: (1) the closure of five small and underenrolled elementary schools and relocation of one magnet program to a new school site; (2) transfer of students attending the closed schools to other school campuses within the District; and (3) adjustments to the District’s attendance boundaries (“Project”). The Project will become effective beginning in the 2026-2027 academic year. The District has and continues to experience significant declining enrollment and must consolidate some of its smallest elementary schools to continue to provide high-quality programs aligned with the District’s “Schools of Tomorrow” initiative. The aspect of the Project covered under this Notice includes the relocation of the Special Day Class Program currently located at the closing Terrell Elementary (“Terrell”) to Reed Elementary (“Reed”). The Project as a whole, including the closure of Terrell, the resulting boundary adjustments, and the relocation of the Special Day Class Program to Reed, will not require the addition of more than 10 classrooms to any school site receiving transferring students (in this case, Reed), and will not increase any school’s student capacity by 25% or more.

Reasons for Exemption
The Project as a whole, including the closure of Terrell, the proposed attendance boundary adjustments and the relocation of the Special Day Class Program to Reed, is statutorily exempt from further CEQA review in accordance with Public Resources Code section 21080.18 because the transfer of students from the closing schools to designated receptor school sites can be accomplished without necessitating expansion of the schools beyond what is allowed under the Class 1 and Class 14 categorical exemptions (CEQA Guidelines, sections 15301 and 15314). More specifically, Reed has an existing original student capacity that can accommodate the Special Day Class Program from Terrell without expanding or physically changing the school site beyond the applicable categorical exemption thresholds.
