Adoption of the Santa Cruz County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) 2025 Update provides a comprehensive strategy to reduce the impacts of natural hazards such as earthquakes, wildfires, flooding, landslides, and severe weather events. The Plan serves as a five-year roadmap for coordinated hazard mitigation actions among Santa Cruz County and its planning partners. The Plan includes a countywide risk assessment and mitigation strategy and identifies 190 mitigation actions to reduce hazard risks across the Santa Cruz County planning area.

Reasons for Exemption
The MJHMP is primarily a planning, policy, and coordination document, which does not directly result in reasonable foreseeable environmental impacts. The preparation and adoption of an MJHMP primarily involves policy development, risk assessment, and identification of potential mitigation strategies rather than the approval or implementation of specific construction projects. Implementation of future mitigation strategies would be subject to separate environmental review for impacts under CEQA. In addition, the MJHMP also involves the collection of information and data in a single source document for coordination between the participating jurisdictions. Based on these exemptions, the Project will not result in environmental impacts, and no further environmental review is required.
