FINE ROAD AND MILTON ROAD RESURFACING Project Description Project Location: Fine Road: South End to Copperopolis Road, Milton Road to Flood Road, Milton Road: Fine Road to Escalon-Bellota Road. See attached Vicinity Map. Project Justification: The south end to Copperopolis Road portion of Fine Road has an unknown original construction date. The roadway has been periodically chip sealed by Road Maintenance with the most recent in 2017. The Milton Road to Flood Road portion of Fine Road was originally constructed in 1926 as a 24-foot-wide gravel road. The roadway was resurfaced in 2001, (24-foot width) with 0.25 feet of Hot Mix Asphalt (HMA) (Type A). The roadway has been periodically chip sealed by Road Maintenance with the most recent in 2017. Milton Road’s original construction date is unknown. The roadway has been periodically chip sealed by Road Maintenance with the most recent in 2017. The existing paved surface is oxidized and cracked with potholes, and moderate alligator cracking throughout the project limits. The roadways also have moderate edge cracking throughout the project limits. Scope of Work: The project will consist of: 1. Resurfacing existing roadways (16–24-foot width) with 0.25 feet of HMA (Type A) on Fine Road and Milton Road. 2. Repairing pavement structural failure areas with full depth of 0.30 feet of HMA (Type A). 3. Replenishing 6-foot-wide Shoulder Backing: 2 feet (8%) and 4 feet to conform. 4. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform. 5. Adjusting any existing survey monument frame(s) and cover(s) to finished grade. Placing new survey monument frame(s) and cover(s) as requested by San Joaquin County Professional Land Surveyor. 6. Paving 8-foot Driveways with HMA (Type A). 7. Performing Earthwork (Miscellaneous Areas) to remove high shoulder areas. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily rural with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
