Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS- RIV-62699-R6, pursuant to Section 1602 of the Fish and Game Code to Pablo Cornejo. The approximately 4.96-acre Project Area is located at 33900 Morris Drive in the City of Hemet, Riverside County, California, and includes approximately 0.26 acres of ephemeral stream resources that will be restored. The Project is intended to remediate and restore stream and riparian resources impacted by prior illicit cannabis cultivation activities and associated unauthorized grading. Project activities are limited to trash removal, non-native invasive plant removal, and the re-establishment of riparian scrub habitat through the installation of native trees and shrubs within designated action areas. Project activities within 150’ of the stream shall be conducted without the use of heavy machinery as described in Measure 2.1 Appropriate Cleanup Activities and will be followed by a minimum five-year maintenance and monitoring period to ensure that performance standards and success criteria are achieved.

On April 29, 2026, CDFW, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15304 The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
