Document Description
A request by Booker Vineyard and Winery for an amendment (AMEND2025-00005) to Minor Use Permit DRC2017-00008 Winery. The request includes the addition of 1) an existing as-built 1,440 square foot modular office, 2) the addition of an existing as-built 330 square foot trellis, 3) an expansion of annual case production from 20,000 cases a year to 50,000 cases a year, and 4) a request for a setback modification for the modular office to allow a 31-foot setback on the west side of the property line and a 68-foot setback to the southern property line instead of the required 100 foot setback to the property lines. The proposed project is within the Agriculture land use category and located at 2640 and 2644 Anderson Road, on the north side of Anderson Road, approximately ½ mile north of Highway 46, approximately 2 miles west of the City of Paso Robles, in the Adelaida Planning Area of the North County Planning Area.

Reasons for Exemption
This project qualifies for a Categorical Exemption (Class 1 and 3) pursuant to CEQA Guidelines Section 15301 and 15303 because the project involves 1) an existing as-built 1,440 modular mobile office, 2) the addition of an existing as-built 330 square foot trellis, 3) an expansion of annual case production from 20,000 cases a year to 50,000 cases a year, and 4) a request for a setback modification for the modular mobile office of 31 feet instead of the required 100 feet to the property line. The applicant is not requesting to amend their previously authorized special event program of six events per year with up to 80 guests. No mitigation measures beyond those required by County ordinances are necessary to address the environmental impacts associated with the proposed project.
The construction of a wireless communications facility at this location is consistent with the General Plan designation, existing uses on site, and all applicable zoning designations and regulations. The Environmental Coordinator has determined that it can be seen with certainty that there is no possibility that the proposed project may have a significant adverse effect on the environment, and this Notice of Exemption has been prepared pursuant to CEQA Guidelines Section 15062.
