MICHIGAN AVENUE SIDEWALK GAP IMPROVEMENTS Project Description Project Locations: Michigan Avenue: Kirk Avenue to 1,000 feet east of Kirk Avenue. See attached Vicinity Map. Project Justification: Michigan Avenue was originally constructed in 1948 and is a 22-foot-wide roadway, constructed with 2-inch bituminous surfacing over gravel. It was resurfaced in 1992 with a 0.17-foot overlay with fabric as a 44-foot-wide roadway. The curb, gutter, and sidewalk along the left-side (Kirk Avenue to Ryde Avenue), and the portion on the right-side (1,000 feet east of Kirk Avenue to Ryde Avenue), were constructed prior to the 1992 overlay with the widening, however no records are available. In 2011, the roadway was resurfaced by cold planing 0.20 feet of existing pavement and replacing it with 0.20 feet of asphalt concrete, and repairing the existing curb, gutter, and sidewalk by removing and replacing them. Michigan Avenue was last slurry sealed in 2023. Michigan Avenue currently has no safe pedestrian walkway along the right side of the roadway from Kirk Avenue to 1,000 east of Kirk Avenue to serve the public or nearby schools. There is no connection to existing sidewalk facilities. There are also no existing drainage facilities along the right side of the roadway creating poor drainage conditions. Scope of Work: The project will consist of: 1. Installing approximately 1,000 feet of concrete curb and gutter and 5.0-foot concrete sidewalk along the right side of the roadway from Kirk Avenue to 1,000 feet east of Kirk Avenue. 2. Widening the existing pavement from 0 to 3 feet to match the existing pavement depth on the right side of Michigan Avenue within the project limits. 3. Installing one (1) ADA ramp at crosswalk at Kirk Avenue and Michigan Avenue. 4. Paving all driveways with concrete or Hot Mix Asphalt (HMA) from the back of the sidewalk with a slope not exceeding 10%. 5. Modifying storm drainage facilities, including storm drain laterals and inlets, and matching the existing gutter’s flow line with the newly installed gutter flow line. 6. Adjusting/upgrading existing storm drain inlets. 7. Adjusting existing Sanitary Sewer Lateral as required. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily residential with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see increased safety and fewer hazards with these pedestrian and drainage improvements. Overall, there will be reduced maintenance concerns and more reliability within the project area.
