Document Description
The Project is located at an approximately 0.9-acre stormwater pond (Pond) within the Silicon Valley Village Mobile Home Park near 500 Nicholson Lane and Zanker Field in the City of San Jose. The Pond is centrally located in the park and surrounded by mobile home units with additional developed areas outside the park boundary. Zanker Field is located on the northeast corner of the park between mobile home units and Zanker Road and is surrounded by development to the west and annual grasslands to the east. The Pond no longer receives water inputs due to sediment accumulation from runoff of the surrounding high-density residential development. Currently, a minimal amount of water remains in the Pond, and the remaining water is gradually lost through evaporation.
The Project purpose is to restore native vegetation and remove invasive species while conducting maintenance of the artificial stormwater collection basin. Stormwater maintenance includes the removal of 3,550 cubic yards (CY) of accumulated sediment. Sediment removal will be conducted using excavators and material will be loaded directly into dump trucks. Saturated materials will be dried at Zanker Field then hauled for offsite disposal at Newby Island in Milpitas. All sediments will be covered during transport to prevent any material loss or runoff. In addition to sediment removal, approximately 3,000 square feet (SF) of emergent vegetation growing on the accumulated sediment will be cleared. The vegetation removal will include cattails and bulrushes to unblock the inlets and allow the Pond to function properly. During construction, equipment ingress and egress may also involve the removal of several ornamental trees located along the Pond’s perimeter. The maintenance work is intended to restore the Pond’s stormwater collection capacity and ensure effective drainage and flood control for the surrounding residential area.
The restoration work will involve removing invasive plant species from three designated areas along the north and west Pond banks and planting native emergent wetland vegetation along the entire Pond perimeter. The Pond slopes will be maintained at a 3:1 grade. Native upland species will also be planted at and around the top of bank to stabilize soils and enhance habitat diversity. Restoration activities will encompass approximately 7,050 SF of the Pond bank area and will enhance wetland habitat at the Pond.

Notice of Exemption
Exempt Status
Categorical Exemption
Type, Section or Code
Section 15304 (Minor Alterations to Land); Section 15333 (Small Habitat Restoration)
Reasons for Exemption
This project involves temporary impacts to improve stormwater retention capacity and restore native wetland habitat for an artificially constructed pond in a mobile home park, which will result in a net environmental benefit for the residential community. There are no permanent or adverse environmental impacts from the Project.
