Document Description
The project would install designated areas on sidewalks and on street for shared electric scooter parking. The purpose of this project is to provide additional and dedicated parking infrastructure in areas where share electric scooter parking is in high demand. Providing these additional parking areas will help to reduce clutter and pedestrian hazards in order to maintain accessible pathways in the public-right-of-way. The project would help pedestrians, including those with disabilities, who use the public-right-of-way and scooter users looking for acceptable places to park. On sidewalks, a dedicated parking area would consist of a painted boxes with painted signage. On streets, a dedicated parking area would consist of a painted box with painted signage, two flexible delineators, and two bumpers.

Reasons for Exemption
The project would be considered a Class 1 activity because it consist of a minor alteration of existing public structures (e.g. sidewalks and streets) with negligible expansion of use. It does not create additional automobile lanes. Currently, private entities are permitted to operate shared electric scooters within the City's public-right-of-way. The permit program is a "dockless" system in which a shared electric scooter can be parked anywhere within the public-right-of-way so long as it meets the parking requirements set forth in the permit terms and conditions. This project would create designated parking areas for the shared electric scooters within the public-right-of-way to maintain accessible pathways for pedestrians.
