Reasons for Exemption
The project constitutes infrastructure for charging zero-emission public transit buses, operated by a public transit agency. Under PRC § 21080.25 as amended by SB 71 (signed October 13, 2025), public projects for the construction or maintenance of infrastructure or facilities to charge zero-emission public transit buses are exempt from CEQA through January 1, 2040. No significant environmental impacts are anticipated beyond those addressed by the concurrent SJVAPCD ATC/PTO permitting process, which provides an independent air quality review.
