Reasons for Exemption
Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of former use. The key consideration is whether the project involves negligible or no expansion of use. Examples include existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or public utility services. Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Examples include replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
The proposed Project consists of replacing approximately 1400 linear feet of substandard 12-inch ODP pipe with 16-inch Class 350 DIP, replacing approximately 120 linear feet of existing 12-inch CIP with 12-inch DR 18 C900 PVC pipe, and replacing approximately 50 linear feet of substandard 6-inch OPD pipe with 8-inch DR 18 C900 PVC pipe as well as the transfer of approximately nine water services. The Project will bring water facilities to current standards and will provide more reliable water service. This includes mainline construction water service transfers, trenching, excavation, pavement restoration, reconstruction of existing improvements affected by the Project, and incidentals for complete construction. An encroachment permit is anticipated from FID to cross the limits of the FID Herndon Canal. This water main replacement Project includes the City's existing water utility system, will be located on the same site as the structure replaced, and it is anticipated that the Project will not increase capacity.
