Document Description
The Hargrave Grade Separation Project (Proposed Action) proposes to lower Hargrave Street under the UPRR tracks to eliminate the existing grade crossing. The I-10 / Hargrave Street interchange entrance and exit ramps connecting to I-10 would be lowered to meet the revised profile of Hargrave Street. Traffic signals would be installed at the interchange ramp intersections and intersection lane configurations would be modified to enhance intersection operations. Signals would be added at the stop-controlled ramps on either side of Interstate 10. Ramp metering may also be added on the on ramps for Interstate 10 in both directions to meet Caltrans requirements and standards. The UPRR underpass bridge would be designed to accommodate the existing tracks, future tracks, and a maintenance road. The proposed action would widen Hargrave Street from Lincoln Street to the I-10 interchange to accommodate four lanes of traffic for intersection operations. Accommodations for bicycles and standard pedestrian facilities would be installed on Hargrave Street from Lincoln Street to Ramsey Street. Existing utilities, including sewer, water, gas (SCG), electric overhead lines (SCE), and one Kinder Morgan 22" oil line, and drainage facilities would be relocated to accommodate the project. During construction, temporary traffic detouring to adjacent interchanges is anticipated for a period of approximately 15 - 24 months.

Sections 21080.13 and 15282(g) of CEQA provides a Statutory Exemption for any railroad grade separation project which eliminates an existing at-grade crossing or which reconstructs an existing grade separation.
