Reasons for Exemption
On October 22, 2025, the City of Los Angeles determined based on the whole of the administrative record, the Project is exempt from
CEQA pursuant to Public Resources Code Section 21080.66. The project was found to be exempt based on the following: The project
is less than 20 acres within the boundaries of the City of Los Angeles; The site was previously developed with a commercial use and
adjoins other urban uses; The proposed project is consistent with local zoning and the density bonus incentives requested do not render
project inconsistent; The proposed project exceeds the minimum density specified by Government Code Section 6583.2(c)(3)(B) and
complies with Government Code Section 65913.4(a)(6);The project does not require the demolition of a historic structure, nor does it
provide transient lodging.
None of the exceptions in CEQA Guidelines Section 15300.2 to the categorical exemption(s) apply to the Project.
