Document Description
On November 21, 2025, the High Valleys Water District ("District") approved the Extra-Territorial Water Supply Agreement ("Agreement") with the Silent Valley Club, Inc. ("Owner"). The Owner is the legal owner of certain real property (APN 545-130-014) and operates an RV resort and campground with hookups for water service. The Owner desired to obtain a potable water supply from the District as an alternative water supply on an emergency and/or permanent basis. The Agreement allows for the District to connect its 4-inch water lines to the Owner's line at a specified location to meet the Owner's need.

Reasons for Exemption
The Project is categorically exempt from CEQA review pursuant to State CEQA Guidelines § 15301 (Class 1 Categorical Exemption). The Class 1 exemption allows for the minor alteration of existing facilities of publicly-owned utilizes used to provide public utilities services with negligible or no expansion of existing or former use. Here, the Agreement simply allows for the District and Owner to connect their respective 4-inch water lines at a location where the lines are closest. There will no expansion of existing use of these water lines.
Finally, none of the “exceptions” to the categorical exemptions apply under State CEQA Guidelines § 15300.2
