Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code, Section 26012, approved a commercial cannabis distribution license submitted on 1/7/2026 by NPE 1 LLC. The project consists of a Zoning Clearance Certificate for a proposed cannabis distribution facility. The project site is located at 5550 West End Road Unit 7, Arcata, CA, APN 507-251-020. The parcel is zoned Industrial Limited and is located in the Cannabis Innovation Zone - Area 1. The proposed facility occupies 1 suite of a 17,277 square foot steel building, sharing the same parcel with multiple licensed cannabis facilities. The applicant estimates using less than 200 gallons of water per day to be provided by the City of Arcata. Power for the project shall be from Pacific Gas and Electric. The applicant shall enroll in Community Choice Energy through Redwood Coast Energy Authority and sign up for the Repower+ option. The project is expected to employ 15-25 people. Parking for the facility is not reserved and is shared with other tenants of the business park. No live cannabis plants shall be cultivated on-site, all cannabis and cannabis products shall be procured from licensed cultivators, manufacturers, distributors, and microbusinesses. Cannabis and cannabis products shall be transported to and from the facility by licensed distributors. No new construction or fixed equipment installation is proposed as part of this project.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
