Document Description
The Westlake Relief Drain (WRD) Rehab Unit 5 - Ferndale to Obama (Project) would rehabilitate approximately 3,309 linear feet (LF) of existing sewer in the Wilshire Primary Sewer Basin in South Los Angeles. The Project consists of approximately 2,944 LF of 54-inch circular reinforced concrete pipe (RCP), 246 LF of 30-inch circular cast iron pipe (CIP) for two dual barrel siphons-each with an approximate barrel length of 123 LF, and 119 LF of 36-inch circular vitrified clay pipe (VCP). The Project scope includes rehabilitation of eight (8) existing maintenance holes (MH).
This Project would rehabilitate approximately 309 linear feet (LF) of existing sewer pipe in the Wilshire Primary Sewer Basin (PSB) in the City of Los Angeles. The Project scope includes cleaning pipes by removing debris and other obstructions, conducting closed circuit television (CCTV) inspections, preparing the sewer interior, installing liner, and rehabilitating eight (8) existing maintenance holes (MH). The Project would require excavation of six access pits (typically 15 feet wide, 30 feet long, 10 to 20 feet deep) to facilitate construction. The existing sewer would be rehabilitated with an interior lining process. The repair of the sewer would be accomplished by a combination of cured-in-place-pipe (CIPP), slip lining and/or manned entry methods. Eight (8) MHs (Figure 2: MH Rehcibilitation Locations) would be rehabilitated by applying anew lining or coating to the interior structure. No MH excavations are expected. After the sewer repair is completed, the other sewers connecting to the Project would be reinstated and the temporary trenches would be backfilled and resurfaced. No trees or vegetation are expected to be removed for · the Project. Additionally, biological resources protection, cultural resources protection, and construction noise and lighting management measures would be implemented during Project construction. Equipment staging areas ("work areas") would occur along the Project alignment beginning at Westhaven Avenue and would include work areas at Roseland St., Mansfield Ave. at La Brea Ave., Jefferson Blvd., Exposition Blvd., two work areas. along La Brea Ave., and one at the southernmost end of the Project alignment on La Brea Ave. Work areas would vary in size and would occur both within the street (Westhaven St., Roseland St., Exposition Blvd., La Brea Ave.) and the public right-ofway (Mansfield Ave. at La Brea Ave., Mansfield Ave. at Jefferson Blvd., and one work area on South La Brea Ave. at 3471 South La Brea Ave.). ) . A traffic control plan would be utilized in the construction of this Project in accordance with the latest edition of the temporary traffic control provisions of the California Manual on Uniform Traffic Control (CA MUTCD), the Work Area Traffic Control Handbook (WATCH), and any traffic control requirements required by the Los Angeles ·Department of Transportation (LADOT). The temporary traffic control plans are to be approved by LADOT. Construction crews are required to coordinate with schools and LADOT accordingly to provide flagmen when any mode of transportation (e.g. pedestrian, bicycle, automobile) is altered. When the activity site encroaches upon a sidewalk, walkway or crosswalk area, pedestrians shall be provided advance warning if they are detoured away from the activity construction site. As to the closure of any traffic lanes, the Project shall comply with any previously referenced regulations and the BOE Master Specifications. The Project .is scheduled to begin construction in July 2026 with an anticipated completion in June 2028. The repair is located within · the street and the public right-of-way in the West Adams-Baldwin Hills-Leimert Community Plan Area of the City. See Figure 1: Project Location. All work would be at or below ground level and the Project does not include any above surface features. The Project includes Best Management Practices (BMP) and performance standards for the implementation of applicable Standard. Specifications for Public Works Construction "Greenbook" and Los Angeles Municipal Code (LAM C) . sections. See Attachment A: Best Management Practices (BMP) for Westlake Relief Drain Rehab Unit 5 - Ferndale to Obama. Unless otherwise stated, the proposed Project would be designed,· constructed and operated following all applicable laws, regulations, ordinances and formally adopted City standards including but not limited to: • City of Los Angeles Municipal Code • Bureau of Engineering Standard Plans • Standard Specifications for Public Works Construction "Greenbook," • Work Area Traffic Control Handbook • Additions and Amendments to the Standard Specifications for Public Works Construction II. PROJECT HISTORY Westlake Relief Drain (WRD) Rehab Unit 5 - Ferndale to Obama Project sewer was constructed in 1937. WRD Unit 5 is a 54-inch gravity-fed reinforced concrete pipe (Rep) with a total length of 3309 LF that has not been rehabilitated. Los Angeles Sanitation and Environment (LASAN), Wastewater Engineering Services Division (WESD) has documented structural, hydraulic, operational, and maintenance inspection data in the Wilshire Primary Sewer Basin (PSB) Master Plan Report (November 2021). Based on this data, rehabilitation is recommended on the sewer pipe segments within the WRD Unit 5 limits of the Wilshire PSB. While other options have been investigated - such as removal and replacement, spiral wound lining, and No Project. alternatives, it was determined these alternatives would have too great an environmental impact and/or were not cost-effective. A No Project alternative was also considered but was determined impractical according to the documentation reviewed for the Project and was therefore not further considered.:

Additionally, the Project is exempt pursuant to Los Angeles CEQA Guidelines Article III, Section 1, Class 1, Existing Facilities, Category 2 and Section 1, Class 2, Replacement or Reconstruction, Category 3. None of the limitations set forth in State CEQA Guidelines 15300.2 apply (see attached narrative).
