Reasons for Exemption
The project is exempt because it involves the conversion of an adult business college to a daycare not involving the use of significant

SurveyLA, and/or Historic Places LA, a portion of the project site is identified as a contributor in the Harvard Heights HPOZ; however,
there are no changes or improvements to the exterior of the property including facades, hardscape, landscape and fences. Therefore,
the change of use to a daycare is not considered a Project per the Harvard Heights HPOZ as identified in the HPOZ Referral Form signed
on December 15, 2025. The project will not cause a substantial adverse change in the significance of a historical resource.
