The project is exempt from further environmental review under Section 15303 [New Construction or Conversion of Small Structures Facilities] of the California Environmental Quality Act (CEQA) Guidelines, which specifically allows for construction of a second dwelling unit or accessory dwelling unit. No new significant impacts from unusual circumstances or significant cumulative environmental impacts would occur as a result of the project. The project does not have the potential to damage scenic highways or historic resources, and the project site is not identified as a hazardous waste site compiled pursuant to Government Code Section 65962.5. Therefore, none of the exceptions under Guidelines Section 15300.2 apply.
