This project is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Here, PID is conveying water to Westlands Water District into facilities that connect the two districts that already convey irrigation water, this is just a continuation of operations, and it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment; therefore, the activity is not subject to CEQA. (CEQA Guidelines, §15061.) In addition the transfer is exempt from CEQA pursuant to the Class 1 Exemption for existing facilities (CEQA Guidelines §15301).
