Document Description
The proposed project will modernize the HVAC system by replacing equipment in seven buildings at the Porterville Development Center. Four of the seven are residential buildings (Buildings 17, 18, 25, and 26). In addition, HVAC units will also be replaced in the Auditorium, Gymnasium and the Recreation Center.

Reasons for Exemption
Class 1 allows for the repair, maintenance, or minor alteration of existing public facilities or mechanical equipment, involving negligible or no expansion of existing or former use. Residential Buildings 17, 18, 25, 26, and the Auditorium are eligible for listing in the National Register of Historic Places and are included on the state master list of state-owned historic resources as contributors to the Porterville State Hospital Historic District. The Gymnasium and Recreation Complex are not contributors to the historic district. The project plans were reviewed by a Preservation Architect and determined to be in compliance with the Secretary of the Interior's Standards for Rehabilitation. Therefore, the project will not have an adverse effect on the historic nature of the resources. The State has confirmed no exceptions to the exemption apply,
