Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement EPIMS Notification Number LAK-41129-R2, pursuant to Section 1602 of the Fish and Game Code to the project Applicant, City of Lakeport, as represented by Ron Ladd. The project consists of a culvert replacement, installing a new headwall upstream of the culvert, modifying the drop inlet that ties into the existing downstream pipe, roadway edge repair, fence replacement, installation of rock slope protection (RSP), erosion control, and revegetation. The project will consist of replacing the existing culvert with a new approximately 60-foot long, 54-inch diameter High-Density Polyethylene (HDPE) pipe. The HDPE pipe will tie into a new approximately 30-foot pre-cast concrete headwall on the east side of Hartley Street. An estimated 260 cubic yards of material will be excavated to install the new structure, with an estimated 310 cubic yards of material backfilled. The drop inlet that ties into the existing downstream pipe will be modified by cutting a hole in the existing inlet structure that the new HDPE pipe will connect with. Additionally, a new 10-foot long, 12-inch diameter HDPE pipe will be installed to the inlet structure to collect flow from the adjacent field. Rock slope protection (RSP) will be installed at the bottom of Hartley Drainage at the base of the new headwall in a 17-foot long by 5-feet wide section. See engineering plans for more information. Prior to construction, a temporary water diversion will be installed upstream and downstream of the existing temporary culvert.

Reasons for Exemption
Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
