Document Description
As part of the California Stream Gage Improvement Program (CalSIP), the Corning Sub-basin Groundwater Sustainability Agency (CSGSA) is proposing to reactivate a stream gage along Stony Creek. The stream gage will monitor streamflow and water levels to inform water resource planning and management. An image-velocimetry camera will be installed at the location where the Glenn-Colusa Canal siphons under Stony Creek (39.710806, -122.007444). Installation will include placing a mast post with concrete footings and attaching an image-velocimetry camera, solar panel, radio antenna, and steel RTU enclosure to the mast post. A bubbler line will be routed from the RTU enclosure to the toe of the stream channel using existing two-inch conduit. A sloped staff gage will be installed and grouted into the surrounding riprap. The steel RTU enclosure will house a data logger, battery, and radio equipment. See the attached project description for a detailed description of the proposed activities.

Reasons for Exemption
The proposed Project activities fall within Section 15304, Minor Alterations of Land, Class 4,and Class 6 Section 15306 Information Collection. The Project involves a limited number of minor, temporary, and localized alterations in the condition of the land and vegetation for the purposes of data collection, with no removal of any healthy, mature or scenic trees and no serious or major disturbance to any environmental resource. None of the exceptions set forth in Section 15300.2 of the CEQA Guidelines apply. As a result, the proposed Project is categorially exempt from CEQA. The project sites are not listed on any hazardous waste sites enumerated under Government Code Section 65962.5.
